Former White House Office of Management and Budget Leader Brings Over Two Decades of Government, Corporate Finance Experience to the Nonprofit

WASHINGTON — August 7, 2024 — Natcast, the purpose-built, non-profit entity created to operate the National Semiconductor Technology Center (NSTC) consortium, established by the CHIPS Act of the U.S. government, today announced Lauren Larson as its Chief Financial Officer and Chief Administrative Officer. With a career advising governments and corporations on investment, regulatory, and tax strategies, Larson brings a wealth of leadership experience and financial expertise to the nonprofit.

“Lauren’s extensive finance experience at the state and federal government levels coupled with her proven track record of success in both the public and private sectors will be invaluable as we continue to grow and innovate,” said Deirdre Hanford, Natcast CEO. “I am confident that her expertise will significantly bolster our efforts to foster strong public-private collaboration that helps advance the semiconductor industry in the U.S.”

Most recently, Larson served as the Budget Director for Colorado — a Cabinet appointment — leading the state’s fiscal response to the COVID-19 pandemic and overseeing a $40 billion enterprise. Recognized for her skills in harnessing data and evidence to integrate budget decisions with performance and strategy, Larson was elected by her CFO peers from across the country to serve as the President of the National Association of State Budget Officers for 2022 – 2023.

Earlier in her career, Larson was a leader at the White House Office of Management and Budget, serving as Chief of the Treasury Branch under presidents George W. Bush and Barack Obama. During her tenure in the White House, she played a critical role in deploying the $700 billion Troubled Asset Relief Program (TARP) to provide relief to the banking, insurance, and mortgage industries. Larson also has experience advising corporate clients on tax strategies from her former work as an economist at PricewaterhouseCoopers LLP.

“I am excited and honored to join Natcast and support its mission to advance semiconductor R&D in the U.S. and strengthen global leadership in semiconductor design and manufacturing,” said Larson. “I look forward to working with the talented team at Natcast to build robust financial strategies and operational efficiencies that will help us achieve these goals and that of the entire U.S. semiconductor industry.”

Larson holds a Bachelor of Arts from Syracuse University and a Master of Public Policy from the University of Michigan. She currently serves on the Board of Directors of the National Academy of Public Administration and is a Non-Resident Fellow at the Brookings Institution.
